I would recommend buying something like an Arctic or a Zalman cooler assembly. Do check the internal dimensions of your case, though, as some of these more expensive coolers can be pretty sizeable.
The RPM is normal I would say. Temperature is a bit high. Would be wise to maybe change the Fan for a better one. Or more importantly make sure that you have some circulation through your computer case. My computer was very unstable, although in my case it was the PSU that was getting too warm. Anyways, it was fixed by getting a new case that allowed for some fans to be put on the front, back and side. I had one in the front and on the side blowing in. And one on the back in addition to the PSU to suck air out.

To spot a PWM fan, look for a connector that is small, four-pinned, rectangular in shape, and plugs directly into the motherboard.
DC fans are almost identical to PWM fans with one exception. DC fans have a three-pin connector instead of a four-pin. I went to the bios settings and my cpu fan was set to max, I switched it to auto and currently it spins on rpm. Cpu temp is around C when just browsing the web. The fan is still quite noisy for me, I would want to decrease the rpm, but I dont know what would be the normal ones for my cpu. Apr 20, 5, 0 27, I've never changed the fan speed setting for my CPU. I've always left it Auto, which I suggest you do that. The reason being, you aren't monitoring the CPU all the time.
Even if you have monitoring tool, you clearly cannot watch it when surfing or playing games. If you want a quieter computer, you should invest in an aftermarket cooler. They are far superior to the standard CPU in cooling and quieter. What computer case do you have?
